That appears to be RJBB Kansai Intl in Osaka. That is built on, "land re-claimed from the ocean!" Very beautiful piece of architecture!

Also the people with the least land pero person, needed a place to build something as large as an airport.

No...this is not Kansai ! Kansai have an Eagle-like terminal building and have an extremely long bridge to the land, with a superb skycraper standing in front of the bridge. And this airport is rather small, like a regional one.
