Airacs i download them,i install them.BUT! what exactlly do the do.

Which AIRAC(s) did you download and install? I'm pretty sure that Richard Stefan doesn't do an FS2004 AIRAC, so you must have installed one of the specific third-party product cycles...
That being the case, you've now got the most up-to-date navigation data in whatever product it is...

Murray its the latest for FS navigator,BUT! what are they?what do they do?
I download them because iam told i should.

Fixes change. VORs change frequency, new ones are added, airways are updated etc etc - these new airways will now be in your FSNavigator.

And you might also have gotten some new SIDs/STARs (never been 100% sure with FSN...)

Whilst on the subject, has anybody else had problems with the new AIRAC for the PMDG 738? I have all sorts of problems arriving at EHAM it gives none of the Runways, STARS or Transitions it used too?

I've said this a long time ago, and recently to Matt Heywood, but it wouldn't.
Richard Stefan's AIRAC cycles are enroute only. The SID/STAR data must be downloaded separately. Go to the SID/STAR section of navdata.at and grab the current all-in-one.
Finally, grab Terry Yingling's PMDG DAFIF terminal procedures package from http://planepath.com/.
Install order matters greatly - NAVDATA AIRAC, then Terry's TP package, then finally the NAVDATA AIO.

Sorry really wasn't making myself clear, I have downloaded the AIRAC and SID/STAR/IAP packages from NAVDATA as you suggested above. The problem was that there is some sort of error in the SID/STAR information from NAVDATA as when I attempt to program a flight to EHAM I was getting an FMC arror and no Runways or STARS would appear for EHAM. I have now installed Terry Yinglings package and it seems to have cured it.

where do you put the files in the All-In-one package?

Matt, it depends which aircraft you are downloading them for. For example if it's the PMDG aircraft, there is a folder inside your Flight Simulator 9 folder called "PMDG", inside this folder is a folder called "SIDSTARS". They should be unpacked in to this folder.
If you open the compressed file and scan through the files, there will be a README.TXT file in there with installation instructions in.
