Ok, so i've downloaded an airport from a website like vatsim, how do i get it so its in flight simulator?

Hi Callum, the download should come with a readme file. If you take a look at that, there should be instructions in there for installation ;)

Usually, the most sceneries are placed in a subfolder within the download, and you need to put that ccomplete folder under ...\FS\Addon Scenery folder. Then open the game, and before go flying, get to the Scenery settings option, and "register" this new scenery by adding it to the list coming up. Then close and restart the game, and then you can enjoy the new scenery ;)

There can be much more difficult cases too, this was a simple one.

I've done all this and done what it says on the readme, but it seems i just get a few small building and thats it. Is it because my scenery levels are on the lowest or is it because the download isnt very good?

Maybe both happened.
We dont know which scenery u talk about.
But if u do what readme file says or perform the steps Robert said that will be fine.

Sometimes sceneries are very simple, made of the defualt objects. It relies on the modeler. But as I know the scenery detail settings cannot affect the number of buildings... maybe cars, or trees, or taxiway signs, but not the buildings.
