Tiny suggestion, based on Tamas' suggestions and my own experience of FSPassengers.

---

Before Takeoff
  Taxi light OFF  (lining up)

Takeoff (during takeoff roll, IAS>40kts)
  Landing light ON
  Strobe light ON

 ---

Landing (during roll-out, IAS>40kts)
  Landing light OFF
  Strobe light OFF

Vacating Runway
  Taxi light ON

---

Using this schema, I've not been penalised in FSP for landing/strobe light infractions in over a dozen flights (you should see the mess I've made of my Mooney Bravo checklist getting it FSP friendly though...)

Tamas, correct phaseology would be:

  Transponder TRANSMIT
  Transponder STANDBY
