Hi folks,
anybody knows what is going on there ?
I would say that they built a small playground for trucks, with little racetracks, and challenging rallye courses
So what is the upper island for ? An airport extension, or an industrial park ?

It's Kansai expanding, adding a second runway at least.
Don't know if they are expanding the terminal to.
See their homepage for more info:
Kansai hompage
The new runway will be: 06L/23R and have alength of 13123ft or 4000m due to open on 2. aug 2007.
@Robert I suppose you could use the runway for drag racing:]
