The graph is a vertical terrain radar.... It shows the aircraft position vertically and any obstacles that it may encounter. The pilots use it when landing blind as so many incidents have occurred due to planes hitting mountains because the pilots situation awareness is limited by fog, cloud or darkness!!!
As for the handle..... hmmm.... I would hazard some sort of opening mechanism so the Pilot can throw his cigarette butts out without the pax knowing he is smoking!
